Skyview Estate, situated along the ATS road, 7 Mile in Port Moresby, is more than just houses. It is a complete residential estate that enables and promotes community living. In the past few years, a lot of work has gone into the construction and development of the estate. In this article, we discuss some of the ‘extras’ that make Skyview Estate more than just houses.

1. Building Trunk Infrastructure & Other Infrastructure Development

Trunk infrastructure is shared infrastructure for communal use within an area such as a suburb or neighbhourhood. Examples of trunk infrastructure are main public access roads, drainage system, street lights and connection lines to major utilities such as power, water and sewerage. Usually, the responsibility of building trunk infrastructure lies with the government. For Skyview developer – Glory Development Limited (GDL) worked in partnership with each responsible authoritative body, in putting in place all trunk infrastructure within the estate. This was an example of private public partnership (PPP) that has been promoted by the government. With all the trunk infrastructure and other infrastructural development within the estate, Skyview Estate, now is just like any other neighbourhood and suburb within Port Moresby.

At Skyview, you will find the following–
• concrete sealed roads within the estate
• drainage throughout the estate
• concrete sealed car park area within each house and unit
• solar powered street lights throughout each part of the estate
• individual fencing around each house and unit
• perimeter fencing around the whole estate
• built infrastructure to connect utilities such as power, water & sewerage

2. Building an Estate with Full connection to Main Utility Service Providers

Skyview Estate has full connection to the main utility service providers in the National Capital District for power, water, sewerage and garbage collection. The developer took the necessary steps to making the process of connection to the city’s main utility lines through working collaboratively with PNG Power, Eda Ranu and the National Capital District Commission (N.C.D.C). Even before building began, there were major works that involved connecting the estate to main utility suppliers; works such as putting up power poles and lines, putting up a water and sewerage line to connect water and sewerage and taking the necessary regulatory steps to set up the estate with the N.C.D.C. for garbage collection. With the estate being fully connected to utilities, this makes Skyview Estate just like any other suburb or neighbourhood with the city.

3. Putting in More Amenities and Services to Create a Fully Integrated Community

Apart from all the other extras at Skyview Estate, there has been the inclusion of other amenities and services for the convenience of homeowners and the surrounding community or visitors to the estate.

In 2017, a commercial shop lot building ‘Kings Plaza’ was built which features:
• an internet cafe
• a fully operational gym
• a convenience shop
• many more will be announced in the near future

In early 2018, PNG Paradise College (also known as PNG Paradise High School), set up the building of its new campus at Skyview Estate. The college campus will include classes from kindergarten to Grade 12. Currently, only senior grades (Grades 9-12) have moved to the Skyview Estate campus but as the campus expands, the lower grades will gradually move to this new campus over time.

4. Contributing to Nation Building, One House at a Time…

The estate is currently in Phase 2 & 3 of its development. At the completion of Phase 2, the estate will have close to 300 built residential allotments; currently, the estate has well over 150 houses already occupied. When fully completed, the estate will have approximately 500 residential allotments. With the current shortage of ‘housing stock’ within Port Moresby and the country as a whole, large scale residential developments such as Skyview increase the number of titled and bankable housing. It also is an answer to the increased demand brought about by the introduction of the PNG – government initiated – First Home Ownership Scheme (FHOS) with the Bank South Pacific. In addition, large scale residential property developments require a large workforce in the construction phase. The building of the estate has provided employment opportunities for hundreds of Papua New Guineans over the past couple of years in a wide range of technical fields from general worker to specialist such as plasterers, fabricators, welders and operators of heavy machinery. So Skyview Estate is contributing to nation building, one house at a time…

EXPLAINED – PROPERTY PRICES IN PORT MORESBY

A common question many people have relates to the perceived “expensive” cost of a home at Skyview Estate.  Naturally, this is valid question and this article will shed light on why this is the case. There are several truly unique Papua New Guinean factors that have caused property prices to surge across the market. Prices of Houses in Port Moresby are higher compared to prices in other parts of the country. For the purpose of this article, we will discuss some of the reasons why houses at Skyview Estate may be slightly higher compared to other places.

1. Cost of titled land

About 97% or so of land in Papua New Guinea is traditionally owned land and only about 3% of that is titled State land. Thus, titled land is scarce or hard to come by and according to the ‘demand and supply’ rule, this scarcity pushes up the price of titled land. Now add that inflated price of land to the cost of building a house and there you have it. This is why the prices of houses are so high -the low supply of titled land that is pushing up prices so high.

2. Constructed houses vs. Prefab

There are many advantages of both constructed houses (houses built from scratch) and prefabricated houses (kit houses). Houses at Skyview are constructed houses,  built with concrete and steel and the cost of building with these materials are higher compared to prefabricated houses. The advantages with building constructed houses with concrete and steel are that these materials are durable and over the long term, houses built with these materials require less maintenance and upkeep. If you’ve purchased your home through a home loan, factors like the durability of the materials used in building your house are important. Look at this way; you’d want to know that at completion of  your loan repayment (whether it’s 15, 30 or 40 years from now)  your house will still be in good shape.

3. High Cost of Building Materials

Another factor that adds to our houses being more ‘expensive’ is the high cost of building materials within the country. As much as possible, the building materials used for construction such as gravel, sand, steel, piping, etc are sourced within PNG; but the high cost of these building materials also has a final say in how much the end product will cost. With the current economic situation too over the past couple of years, suppliers have had to put up their prices to deal with the rising costs of their operational costs. Of course, these increased prices are passed on to GDL and then passed onto the final cost of houses. The COVID-19 pandemic has caused an unimaginable strain on supply chains, increasing costs even further.

4. Amenities, Connected Utilities & Location

Developments or other additions can increase the price of houses. For example, houses and apartment complexes around the Port Moresby CBD area will sell for 50%+ more compared to a house for sale around the Waigani area. As the city of Port Moresby explodes at the seams, the city’s development is gradually moving into other places such as the 7 Mile – 8 Mile area. This as well, makes 7 Mile and 8 Mile areas as desirable to live at.

Other developments as well such as connection to essential utilities such as water, power, sewerage also add to the overall value of houses at Skyview Estate. Other developments such as concrete sealed roads, as well as carports and drainage system all add to the overall value of properties on sale at the estate.

At the end of the day, it is up to your personal preference as to what type of house you’d like to get. Over the past couple of years, the number of housing estates have grown that can cater to different preferences and budgets. The choice is up to you, as the home buyer.

Skyview Estate Has New Inspection Times

Skyview Estate has now introduced new inspection times for our weekend Showhouse inspections. Previously, we only had open inspections only on Saturdays , but now we have included Sundays as well. So, we have a 9:30 am, 10:10 am and 10:50 am tour on both Saturdays and Sundays (see the below image, which will be put on a new signage near the main entrance). This means you come before the mentioned timings and register at the gate, then the tour will commence with our Sales and Marketing executive.


By gate, we mean the main entrance to the estate, from there you will be directed to a registration area near the main entrance and wait for our team to start the tour for the time you registered for. So, what exactly are open showhouse inspections? These are times when our show houses will be open to the public to visit, other inspections other than on these two days, which is on weekdays will be only by prior arrangement with our Sales and Marketing executives. Open showhouses are the most opportune time to see our houses up, close and personal. It is your chance to not only see the exterior of our houses but to also see the interior and to get any questions answered by our Sales & Marketing representatives.
